Citizens of Australia, the United States of America, Canada, New Zealand, and the EU can obtain a single-entry visa at the point of entry, though it may be cheaper and more expedient to apply for the visa ahead of time.
Indian and Israeli nationals, among others, are obligated to apply for and receive their visas from the Egyptian embassy or consulate in their home country before leaving for Egypt.
People who fly in to the Sharm El Sheikh airport can be granted a free 14-day permit to visit parts of the Sinai Peninsula, including the city of Sharm El Sheikh, without having to get a visa. However, if you are planning to visit the rest of Egypt or to dive outside of the immediate Sharm El Sheikh coastal area, a visa is required, and the police will check to see if you have complied with this rule, especially on the Red Sea.
